POSITION SUMMARY:

This position performs duties in the enforcement of traffic laws and ordinances, regulations, and investigations pertaining to DUI drivers, traffic crashes, and traffic safety violations, within the jurisdiction of the Jicarilla Apache reservation. Enforces laws and investigates alleged crimes or complaints relating to DUI and moving violations. Work is performed in compliance with standard law enforcement procedures, tribal statutes, federal statutes, and state statutes as they apply to the position’s scope of authority. Provides law enforcement services in a manner that promotes a positive image of the law enforcement profession, the police department and the Jicarilla Apache Nation.

used funding is contingent on compliance with the terms of the grant and satisfactory performance by the incumbent.

Responsibilities
  • Enforce the Jicarilla Law & Order Code and the N.M. State Traffic & Criminal Code by protecting the people, property, and resources of the Jicarilla Apache Nation.
  • Enforce traffic, and criminal laws and conducts preliminary and follow-up investigation on traffic crash/incidents.
  • Conduct Standardized Field Sobriety Test (SFST) and administer a breath or blood test to determine probable cause for arrest for alcohol or drug-impaired driving.
  • Stop vehicles for cause and check for required documents, defective equipment (e.g., headlamps, tires), and other violations to issue citations or warnings to aid the safe and legal operation of vehicles on the road.
  • Issue citations to traffic violators.
  • Conducts preliminary investigations at the scene of motor vehicle crashes or other law enforcement matters.
  • Performs crimes scene protection. Check suspicious persons and all other suspicious or dangerous conditions within the community and throughout the Jicarilla Apache Nation.
  • Respond to calls for assistance in various situations.
  • Prepare and present criminal and civil cases for prosecution and testify in court.
  • Investigate crimes in Federal and State jurisdiction with proper commissions only.
  • Operate various firearms, a two-way radio and other assigned tools and equipment.
  • Operate an authorized police motor vehicle and maintain in good running condition.
  • Assist in the protection and enforcement of environmental issues/disasters such as oil spills, floods, etc.
  • Prepare and submit written reports of all incidents occurring during shift.
  • Enforces sustained enforcement of impaired driving, occupant protection and speeding.
  • Conduct an annual safety belt survey in accordance with criteria established by the NHTSA Secretary to measure safety belt rates.
  • Participate in National Law Enforcement mobilizations.
  • Develop data systems to provide timely and effective data analysis to support the allocation of highway traffic safety resources.
  • Conduct/coordinate DUI Sobriety checkpoints.
  • Conduct/coordinate saturation patrols throughout the Jicarilla Apache Nation.
  • The Indian Highway Safety Officer will spend 100% of their time performing traffic safety-related duties. (An exception to this rule is exigent circumstances involving safeguarding lives)
  • Abide by all requirements of the Indian Highway Safety Program (IHSP).
  • Perform other duties in support of the Tribal traffic safety project as assigned or required by the Chief of Police or his/her designee.
Qualifications
  1. Knowledge of the Jicarilla Apache Law & Order Code, Jicarilla Police Department Standard Operating Procedures, and the Nation’s Human Resources Manual.
  2. Knowledge of Federal, State, and Tribal Criminal and Traffic Codes and interpreting the laws and ability to disseminate to the Public.
  3. Knowledge of and respectful of the Jicarilla Apache Nation’s traditional and cultural events.
  4. Knowledge of the Jicarilla Apache reservation and surrounding areas.
  5. Skill in the use of firearms, defensive and tactical driving, self-defense, report writing, courtroom procedures and testimony, patrol procedures, and crash investigations.
  6. Ability to communicate with the public, settle civil and domestic disputes, make quick decisions, and remain calm and professional during stressful situations.
  7. Skilled in investigative and interview techniques.
  8. Must have excellent oral and written communication skills.
  9. Ability to learn, comprehend, and retain rules, regulations, policies, and procedures.
  10. Ability to manage stress and recognize alternative healthy methods of coping.
  11. Must possess basic knowledge and skills in the use of computers.
  12. Must be free from any physical, emotional, or mental condition which may adversely affect the ability to perform essential job duties.
  13. Ability to administer basic first aid and CPR.
  14. Ability to speak and understand the Jicarilla Apache Language, but not mandatory.
  15. REQUIRED QUALIFICATIONS/DOCUMENTS:

In Accordance with P.L. 101-630, the Indian Child Protection and Family Violence Prevention Act, and P.L. 101-647, Crime Control Act of 1990, Subchapter IV, all Applicants MUST Complete the following:

  1. Must be twenty-one (21) years of age.
  2. Must submit a blank money order in the amount of $40.00 with your application. Meet with HR Representative to complete fingerprinting for a background check.
  3. Must Complete a State Criminal History Repository (SCHR)Form with a Notarized Signature to include a $15.00 Money Order and meet with HR Representative.
  4. Must complete “Release of Information”
  5. Must complete “Criminal Records Release” form and submit to Nations Court.
  6. Must complete “SAMBA” Form and return to Human Resources Office.
  7. Must complete the Investigative Questionnaire for the Law Enforcement Position and submit it with the application.
  8. Must successfully pass the background check, psychological test, physical agility test, written test and drug test, and interview before the Police Review Board.
  9. Never been convicted of a felony
  10. Never been convicted of any misdemeanor for charges related to assault, battery, theft, controlled substances, forgery, fraud, or immoral acts.
  11. Never been convicted of any misdemeanor or felony domestic violence in any jurisdiction.
  12. Must not have a history or pattern of traffic citations, arrests, and/or convictions within the past three (3) years including but not limited to red light violations, stop sign violations, speeding, reckless driving, careless driving, No more than four (4) in three (3) years.
  13. Never been convicted for driving under the influence.
  14. No major traffic violations or a record of suspension or revocation of driver’s license within the past year.
  15. Subject to mandatory and random drug testing.

  2. Three (3) years of experience as a certified Patrol Officer and able to exercise good judgment in all police/traffic-related activities. (REQUIRED)

LICENSE & CERTIFICATIONS:

  1. Must possess a valid State Driver’s License. (ATTACH COPY)
  2. Must be able to obtain Clearance for Nation’s Driver’s License through SAMBA Check.
  3. Must have completed basic law enforcement training from an accredited Law Enforcement Academy. (ATTACH COPY)
  4. Must attend an N.M. DPS CBW class and receive NMDPS Law Enforcement Certification within twelve (12) months of hire.
  5. Must obtain and maintain an N.M. State Police Peace Officer Commission after receiving NMDPS Law Enforcement Certification.
  6. Must obtain BIA Special Law Enforcement Commission (SLEC) within twelve (12) months of hire.
  7. Must obtain an N.M. State Police Commission, Pursuant to NMSA 1978 29-1-11.
